About the framework
The PA23-compliant provides a simple route for organisations to access consultancy, management and support services to help plan, deliver and improve their housing and property maintenance activities.
It covers a comprehensive range of support services, including reviewing existing operations, designing better ways of working, improving performance, and introducing new systems or processes. Additional offerings include expert advice, project and programme management, procurement support, and specialist services such as building safety and compliance.
The framework also supports day-to-day operational delivery in areas such as repairs and maintenance, planned works, asset management, contract and financial management, and performance monitoring, as well as providing interim management, additional resources, and support with supply chains and workforce planning.

Authorised Users must sign an Access Agreement with the Contracting Authority in order to use the framework You can choose between Award Without Further Competition (formerly Direct Award under PCR2015) or Competitive Selection Process (formerly mini-competition).
