Built for bespoke delivery, the framework offers a new, collaborative approach for the procurement of repairs and empty homes services.

About the Framework
Developed by Pretium in partnership with Contracting Authority Watford Community Housing, Maintain provides a comprehensive solution for empty homes and repairs, covering seven workstreams:
- Repairs
- Empty homes (voids)
- Contact centre (repairs only or full coverage)
- Complete Property Service (CPS)
- Disrepair (including condensation, damp & mould)
- Aids and adaptations
- Specialist equipment repairs & servicing (including emerging technologies)
Designed with flexibility at its core, Maintain enables Authorised Users to shape fully bespoke repairs solutions aligned to their unique demographic, geographic and customer needs. This is supported by a coherent framework structure, where specifications, pricing models and agreements work seamlessly together to drive innovation, responsiveness and tailored delivery.
A comprehensive suite of adaptable specifications underpins every workstream, giving organisations the freedom to customise their approach while maintaining consistency and control.
Maintain is built on best practice, innovation and a strong commitment to outstanding customer service. It is delivered through a collaborative partnership between the Contracting Authority (WCH), Echelon, Pretium, E2EX, Tpas and appointed framework suppliers—ensuring value for money alongside continuous improvement and sector-leading outcomes.
Authorised Users can access any workstream and select from a range of commercial models, supported by two flexible access options Standard and Enhanced- both designed to provide a high level of expert support. This enables organisations to tailor every element of delivery to suit their requirements.
Standard Option
The Standard Option includes support from the Pretium team and partners with:

Social Value
Social Value is embedded throughout the framework, and framework suppliers will work closely with Authorised Users to deliver agreed objectives. This includes supporting local initiatives, community groups, training, and employability opportunities, as well as establishing Social Value working groups where appropriate.
Echelon’s Social Value Matrix will be used as a structured template to define, measure and monitor Social Value commitments at the call-off stage.

Lots
The framework is broken down into geographical/regional lots covering England and Wales, with each region then being further split by value:
- Contracts up to £5m
- Contracts over £3m
There is an intentional overlap between the two value bands to offer flexibility to Authorised Users.
Accessing the Framework
Authorised Users must sign an Access Agreement with the Contracting Authority in order to use the framework .
You can choose between Mini-Competition and Direct Award (see section below for more information).
On completion of the framework procurement process (either Direct Award or Mini-Competition) the Authorised User will enter into a call-off contract with the selected supplier, using an industry standard form of construction contract. Authorised Users can choose to appoint consultants using the Framework Letter of Appointment or Deed of Appointment.
Contracts can be awarded via Direct Award or Mini-Competition to suit operational requirements and project circumstances, and a member of the Pretium team will advise and support you through the call-off procurement process.
