About the Framework

Developed by Pretium in partnership with Contracting Authority Watford Community Housing, the framework gives a single point of access to works and services for every part of the development process, from design, site preparation and demolition works at the front end to the construction work itself and a wide range of consultancy services.

It is suitable for the construction of both homes and non-dwelling units including, shops, offices and light industrial and industrial units, as well as commercial, community and educational buildings.

Intended to ensure best practice, innovation and customer service are at the heart of development activity the multi-disciplinary solution is capable of meeting changing needs and will support with the project management of development works large and small, as well as giving access to a directory of professional services.

Using consultants from the framework gives Authorised Users assurance that they are getting robust management of the build process and delivery, with a single point of access to services for every part of the process.

Who can use the framework?

Our frameworks are open to any public sector organisations and members of their supply chain, including:

  • Housing providers
  • Local Authorities and ALMOs
  • National, Regional and Local Health Authorities

  • Government Agencies, including the Ministry of Defence, Highways Agency, Prison Service etc

Accessing the Framework

Authorised Users must sign an Access Agreement with the Contracting Authority in order to use the framework .

You can choose between Mini-Competition and Direct Award (see section below for more information).

On completion of the framework procurement process (either Direct Award or Mini-Competition) the Authorised User will enter into a call-off contract with the selected supplier, using an industry standard form of construction contract. Authorised Users can choose to appoint consultants using the Framework Letter of Appointment or Deed of Appointment.

Contracts can be awarded via Direct Award or Mini-Competition to suit operational requirements and project circumstances, and a member of the Pretium team will advise and support you through the call-off procurement process.

Direct Award offers the mechanism to issue work directly to the supplier without any further tender.

Authorised Users may award directly to a framework supplier in any of the following circumstances:

  • Where the framework supplier is the number 1 ranked framework supplier on the framework lot in question. If such framework supplier either declines the award of the call-off contract or WCH or the Authorised User, acting reasonably and having regard to the Capability Criteria, does not consider that it is capable of carrying out the call-off contract, WCH or the Authorised User may award the call-off contract by Direct Selection to the framework supplier who is the number 2 ranked framework supplier on the framework lot in question, and so on and so forth.
  • Where the framework supplier has already carried out works and/or services at risk for WCH or the Authorised User in relation to the site to which the call-off contract
  • Where the call-off contract has substantial similarities to a previous project in which the framework supplier was involved (whether such project was the subject of a call-off contract awarded under this Framework Agreement or not).
  • Where for reasons of urgency it is not reasonably practicable to award call-off contract by way of a Mini-Competition.
  • Where the framework supplier has introduced the site to which the call-off contract relates to WCH or the Authorised User.
  • Where WCH or the Authorised User has determined through application of the capability criteria that only that framework supplier is capable of carrying out the call-off contract.
  • Where the framework supplier has already performed works and/or services relating to the call-off contract and WCH or the Authorised User requires continuity of service in respect of such a subsequent phase or stage of work.
  • Where the estimated value of the works and/or services to be carried out in relation to the call-off contract is less than the amount below which direct awards are permitted by WCH’s or the relevant Authorised User’s  standing orders from time to time.
  • Where WCH or the Authorised User has invited expressions of interest from framework suppliers in relation to an intended Mini-Competition for a call-off contract and only one framework supplier has responded to express their interest within the requisite timescale set by WCH or the Authorised User.
  • Where for reasons of confidentiality or commercial sensitivity it is not reasonably practicable to award the call-off contract by way of a Mini-Competition.

All suppliers within the framework are invited to participate in a mini tender specific to the works being called off.

The Authorised Users will identify the framework suppliers appointed to the framework lot, who are capable of carrying out the particular call-off contract and invite those framework suppliers to participate in the mini-competition.

Authorised Users may use capability criteria to determine which framework suppliers are capable of carrying out the call-off contract and are therefore invited to participate in the mini-competition.

The Pretium team manage this process on the Authorised User’s behalf or can offer support, as and when required, including document templates. The process can be managed through Procurement portal, EU Supply/Mercell or directly by the authorised user through their choice of portal.

Whichever option you choose, you may wish to understand which of our trusted suppliers have the capacity to deliver your project, through an Expression of Interest (EOI). Our team will gather your project information into an EOI template which will be issued to all suppliers. Their responses are then collated and presented to you in a summary document to help inform decision making moving forward.
