About the Framework
The GFP Decarbonisation Delivery framework provides retrofit and professional consultancy services to support the delivery of decarbonisation works, to ensure that homes achieve at least an EPC Rating of C by the government target date of 2030.
It was developed with Contracting Authority Abri, on behalf of The Greener Futures Partnership (GFP), which comprises five housing associations – Abri, Anchor, Home Group, Hyde Group and Sanctuary.
GFP was set up in 2021 as its members believed that a joint effort would be more effective in helping the social housing sector seriously address the green agenda. Between them they have a combined stock of over 300,000 homes and represent 9% of the total social housing market. GFP partners won all three bids submitted in SHDF wave one, securing £5.2m of investment for 461 properties, as well as successfully bidding for £40.4m, in SHDF wave two.
The multi-lot, multi-supplier decarbonisation delivery framework, covering England, Wales and Scotland, is utilised by GFP members, as well as external housing providers and Contracting Authorities.
It has been designed with flexibility in mind, to enable organisations large and small to deliver a full range of retrofit works as a one-stop shop.
The procurement process was collaborative from start to finish, with all partners involved at every stage, alongside resident engagement from all member organisations and all documentation was co-produced with Echelon Consultancy, which procured the framework.

Lots
The framework is split into three workstreams, two delivering construction works across different value bands and one delivering professional services, covering all roles specified under PAS 2035.
The workstreams are further broken down into regional lots, giving coverage across England and Wales and there is a separate parallel framework for Scotland.
Various commercial models are available to authorised users. These include archetype pricing for each workstream, supported by a full schedule of rates and authorised users can call off works on an open book, target cost basis.
Accessing the Framework
Authorised Users must sign an Access Agreement with the Contracting Authority in order to use the framework
You can choose between Mini-Competition and Direct Award (see section below for more information).
On completion of the framework procurement process (either Direct Award or Mini-Competition) the Authorised User will enter into a call-off contract with the selected supplier, using an industry standard form of construction contract. Authorised Users can choose to appoint consultants using the Framework Letter of Appointment or Deed of Appointment.
Contracts can be awarded via Direct Award or Mini-Competition to suit operational requirements and project circumstances, and a member of the Pretium team will advise and support you through the call-off procurement process.
