About the framework
The PCR 2015-compliant framework was developed jointly with, and is managed on behalf of, Watford Community Housing.
It has been created to support with the initial feasibility work, the design and the delivery of rooftop developments.
Using under-utilised rooftops to create much-needed homes, classroom space or additional medical facilities, rather than constructing new buildings from scratch, has many benefits. As well as providing a practical solution where space is limited, it is cheaper and more sustainable to enhance an existing building than to construct a new one.
The framework covers the complete end-to-end rooftop development process, including feasibility, design, installation, and fit out. It also includes specialist consultancy services working with, or independently of the Lot 1&2 suppliers.
The Lots
The Lots awarded under this framework are as follows:
Lot 1 – Design & installation of superstructures
Lot 2 – Build & fit out
Lot 3.1 – Professional Services: Architect
Lot 3.2 – Employers Agent
Lot 3.3 – Professional Services: Structural Engineer
Lot 1 covers the feasibility, design and installation of the steel frame superstructures. Authorised Users can engage the supplier to support them with feasibility studies, surveys and planning support, as well as design and build, or to manufacture and install a structure designed by an external specialist.
Lot 2 covers building and fit out works, including external fabric, internal structures, plumbing, heating, electrical and decoration etc.
Lots 3.1, 3.2 and 3.3 cover professional services and the suppliers within these Lots can be engaged and appointed at any stage by either the client, or the suppliers listed in Lots 1 and 2.
Framework users can choose between mini-competition and direct award to suit operational requirements and project circumstances.
