About the Framework

The framework, which was developed in partnership with Contracting Authority, District Homes CIC, consolidates the full range of products and services required to support the operational activity of a business into one contract, delivered by a single supplier – Paragon Business Essentials, part of Paragon Customer Communications (London) Limited.

The framework is designed to maximise value, offer timesaving solutions, and supporting businesses with the ordering and delivery of products and services.

This is a single lot framework, delivered by a single supplier, with services including:

  • Office supplies- office stationery, home office supplies, exclusive own brand range and over 3,500 environmental product alternatives.
  • Workplace solutions – janitorial supplies, waste management products, health and safety, premises and maintenance supplies, catering products.
  • PPE & workwear – protective personal equipment, corporate clothing, uniforms, personalisation.
  • Print management – corporate gifts, business stationery, direct mail, marketing collateral and large-scale print and graphics.
  • Managed print services from solutions to software.
  • Data archive – secure destruction, archive solutions, electric records management.
  • Furniture and interiors – from a single chair, through to fit-outs and refurbishments.
  • Tail management – supplier management services for consolidation and compliance.
  • Digitalisation solutions – hybrid mail, AV digital advertising and RFiD asset tracking and geolocation.
  • Hybrid working solutions- remote working solutions and the home office.

Framework users are able to access and order products through SmartPad, Paragon BE’s intuitive e-commerce platform, which offers detailed descriptions of all products along with saved baskets, subscriptions and repeat orders and the ability to switch to sustainable product options at checkout. SmartPad also works as a powerful analytics engine, helping to drive procurement efficiencies through full visibility and control of your organisation’s spend, built-in approvals and budget controls, and customisable management information.

Our frameworks are open to any public sector organisations and members of their supply chain, including:

Accessing the Framework

Authorised Users must sign an Access Agreement with the Contracting Authority in order to use the framework

On completion of the framework procurement process the Authorised User will enter into a call-off contract with the selected supplier, using an industry standard form of construction contract. Authorised Users can choose to appoint consultants using the Framework Letter of Appointment or Deed of Appointment.

Contracts will be awarded via Direct Award  and a member of the Pretium team will advise and support you through the call-off procurement process.

Authorised Users may award directly to a framework supplier in any of the following circumstances:

  • To the number one ranked framework supplier on the Lot in question or should the number one ranked supplier not wish to accept the award, to the number two supplier and so on.
  • Where the framework supplier has already carried out works or services at risk for the Authorised User in relation to the site to which the call-off contract relates.
  • Where the framework supplier has already performed works and/or services relating to the call-off contract and the Authorised User requires continuity of service in respect of such a subsequent phase or stage of work.
  • Where the estimated value of the works and/or services to be carried out in relation to the call-off contract is less than the amount below which direct awards are permitted by the Authorised User’s standing orders from time to time.
  • Where the Authorised User has invited expressions of interest from framework suppliers in relation to an intended mini-competition for a call-off contract, and only one framework supplier has responded to express their interest within the requisite timescale set by the Authorised User.
  • Where for reasons of confidentiality or commercial sensitivity it is not reasonably practicable to award the call-off contract by way of a mini-competition.
  • Where the call-off contract has substantial similarities to a previous project on which the framework supplier was involved (whether such project was the subject of a call-off contract awarded under this Framework Agreement or not).
  • Where for reasons of urgency it is not reasonably practicable to award the contract by way of a mini-competition.
  • Where the Authorised User has determined through the application of the capability criteria that only one framework supplier on the framework lot in question is capable of carrying out the call-off contract.
